Gingrich Wrong on Unemployment Numbers Media Matters today reports that Newt Gingrich falsely claimed that the Republican Governors of Indiana and Utah have earned the “lowest unemployment rates in their respective regions.” But, according to the most recent Bureau of Labor Statistics records, neither Utah nor Indiana has the lowest unemployment rate in its region, and several states with lower unemployment rates have Democratic Governors.

Democratic Governors Expand Majority; Poised to Work With Obama Administration DGA Ends Year in Strongest Position Ever

Washington, D.C. – After last night’s resounding victories have brought the number of Democratic Governors to the highest level since 1994, the Democratic Governors Association (DGA) stands ready to work with President-elect Barack Obama. DGA Chair Gov. Joe Manchin said that Election Day capped off a tremendously successful year for the DGA.

“The DGA’s victories last night bring our majority of Democratic Governors to twenty-nine,” Gov. Manchin said. “With our new, greater majority, we will work with President-elect Obama to restore the broken state-federal partnership and deliver the change Americans are yearning for. Now is the time for us – Democrats and Republicans – to roll up our sleeves and get to work for the American people.”

The DGA set out to accomplish three goals this year: 1) win the three targeted, competitive races in Washington, North Carolina, and Missouri; 2) raise at least $20 million and bank at least $9 million; and 3) expand Democratic governorships by one. DGA Executive Director Nathan Daschle said in reference to the goals, “Check, check, check.” Daschle went on to review the DGA’s successes. “We targeted three races, and we won them all. We raised a record-breaking $21 million and are on track to obliterate our all-time cash-on-hand record. On top of all that, we grew our ranks to the greatest number since 1994 when most political observers expected a wash.”

Daschle summed it up by saying, “We are not only pleased with our success as an organization, but we are also excited about what this says about our country. More Americans are choosing Democratic leadership at the state level than any time in the last 14 years, and Democratic Governors are poised to play a key role in the Obama Administration.”

The DGA helped to re-elect each of the four Democrats seeking re-election in Washington, West Virginia, Montana, and New Hampshire. Democrats retained their two open governorships in North Carolina and Delaware. They also continued the trend of winning GOP seats by helping to elect Jay Nixon in Missouri.

Many ballots are still being counted in Washington, but the early numbers show that Gov. Chris Gregoire has won the race by a far greater margin than four years ago. North Carolina was a hard-fought race, but in the end, Gov.-elect Bev Perdue’s ideas and vision resonated with voters, and she will become the state’s first female Governor. Rounding the number of new Democratic Governors to three is Jack Markell in Delaware, who won his race by three dozen points.

Because of the DGA’s record fundraising, the organization was able to invest more into the most competitive states – in Washington and North Carolina individually – than any other races in history.

Gov. Manchin concluded, “Last night proves that Americans know that Democrats are effective leaders who get results. With President-elect Obama taking office in January, we will work through these tough economic times and make our states and our nation stronger and stronger.”

Perdue Wins North Carolina’s Democratic Open Governor’s Seat Democrats On Track to Maintain Majority of Governorships

Washington, D.C. – Democratic Governors Association (DGA) Chair Gov. Joe Manchin (W.Va.) today congratulated Bev Perdue for being elected North Carolina’s 74th Governor. In this hotly contested race, Gov.-elect Perdue defeated Charlotte Mayor Pat McCrory.

“Congratulations to Bev Perdue for her historic victory tonight,” Gov. Manchin said. “We couldn’t be happier to keep North Carolina in our column, and we cannot wait to welcome Bev into our ranks.”

DGA Executive Director Nathan Daschle discussed the role the DGA played in tonight’s victory. “North Carolina represented one of the most competitive races in the country, and the DGA is proud to have played a part in Governor-elect Perdue’s success,” Daschle said. “We invested more in this race than in any other in history, and we are so pleased with the outcome. In a private meeting in Philadelphia with 48 of the nation’s governors, Pres.-elect Obama stressed the importance of identifying projects that could put people to work quickly, participants said. Several governors were quite specific about their needs yesterday. Montana Gov. Brian Schweitzer, the incoming chairman of the Democratic Governors Association, said his state had $200 million in projects ready to go, including some to retrofit several state-owned buildings to make them more energy efficient. Strickland Investing in Infrastructure Gov. Ted Strickland announced a $100 million investment in his state’s logistics and distribution industries. When Delaware Gov.-elect Jack Markell takes office, he’ll have to shepherd a battered state economy and contend with a potential $500 million budget shortfall in 2010. But Markell who campaigned as the “small-business governor,” will come in with a vote of confidence from much of the private sector. “The governor-elect has been the treasurer for many years, and many bankers are familiar with Jack,” said David Bakerian, president of the Delaware Bankers Association. “We think he knows the business world as well as anyone and will be good to work with.” Read more

KY- Editorial: Beshear Offers Responsible Approach for Coal. Kentucky politicians always insist coal can be mined and burned in an environmentally responsible way. Gov. Steve Beshear is out to prove it. Beshear publicly opposed a Bush administration proposal that would shatter already weak protections for streams affected by mountaintop removal mining. In another development, Beshear’s administration is initiating new rules to reduce the amount of mercury released into the environment by coal-fired power plants. It’s encouraging to see Kentucky take the lead. Read more

MA- Patrick Challenges Businesses to Reduce Emissions. Gov. Deval Patrick has issued a challenge to businesses: reduce their greenhouse gas emissions by 10 percent over the next three years. And a prominent group of Massachusetts businesses said they will accept his challenge. The Governor’s Clean Energy Challenge will offer recognition to participants who meet or exceed the 10 percent target. “I offer the Challenge to everyone to do their part to dramatically reduce their own greenhouse gas emissions through energy efficiency measures, innovative energy technology products, and the use of renewable sources,” said Gov. Patrick. “As in any competition, there will be recognition for extraordinary accomplishment and leadership. But this is a contest in which everyone who participates will be a winner.” Read more

NC- Perdue Talking Issues on the Road. Gov.-elect Beverly Perdue wants to talk publicly about biotechnology, the economy and other issues before taking office. The outgoing lieutenant governor is holding the first of several round-table meetings with leaders in a range of fields starting in Research Triangle Park. There, she’ll meet with business and education experts in the state’s growing biotech industry. Next, Perdue will be in Charlotte for a meeting on the economy with Duke Energy chief executive Jim Rogers, Charlotte Bobcats owner Bob Johnson and university chancellor Phil Dubois. Read more

VA- Kaine Encourages Mental Health Treatment. Gov. Tim Kaine joined dozens of Virginia colleges and universities for a workshop on “at-risk” students in Wintergreen.
The all-day session was part of this year’s Virginia Student Services Conference. According to Kaine, the 2007 Virginia Tech tragedy is still revealing new lessons.
“Of all the things that have happened during the time I’ve been governor—and I’m sure this will be the case 20 years after I’m governor—the thing I’ll remember most is the horrible tragedy at Virginia Tech,” Kaine said. Read more

WI- Doyle Expedites Unemployment Extension. Gov. Jim Doyle announced additional extended unemployment benefits for Wisconsin workers who have exhausted their benefits, both their regular Wisconsin benefits and the federal extended benefits approved last summer. “With our nation in an economic crisis, Washington has approved additional unemployment benefits, and I am moving swiftly to see that Wisconsin workers who are eligible for additional assistance receive these benefits without delay,” Doyle said. O'Malley, Kaine Vow New Bay Cleanup Effort State and federal officials pledged to redouble their efforts to clean up the Chesapeake and they promised to lay out detailed, two-year cleanup plans intended to put more pressure on elected leaders such as themselves to make progress in the 25-year restoration effort that has left the bay’s water quality as poor now as it was when the campaign began. “We need to change the way we’ve come at this,” said Virginia Gov. Tim Kaine, who took over leadership of the restoration effort from Maryland Gov. Martin O’Malley. The two governors said they shared in the frustration felt by many bay advocates over the lack of improvement in bay water quality, despite billions of dollars spent and a multitude of laws and initiatives. OH- Strickland Plans Traveling Tour on Economic Issues. Gov. Ted Strickland said he’s planning to hit the road soon to tell Ohioans directly just how bad the economy is getting and what type of budget pain may be ahead for the state. “The national economy is in a deep recession that I believe could turn into a deep depression, depending on how you want to identify those terms or define them,” Strickland told reporters after a forum on school funding. “But it is quite serious.” Read more

Governors Pledge to Fight Global Warming Together. Gov. Arnold Schwarzenegger, his counterparts in 12 states and regional leaders from four other countries signed a declaration pledging to work together to combat global warming. Gov. Rod Blagojevich, one of the four governors co-hosting the summit, said it is incumbent on states to cut emissions because of the lack of action so far at the federal level. Gov. Kathleen Sebelius and Gov. Jim Doyle are also co-hosts. Other governors who signed the declaration were Govs. Bill Ritter, Deval Patrick, Jennifer Granholm, Martin O’Malley, David Paterson, Ted Kulongoski, and Chris Gregoire. Read more

KY- Beshear Releases Strategic Energy Plan. Gov. Steve Beshear wants to replace much of Kentucky’s current energy production with conservation, renewable energy sources, coal-to-liquids and even begin discussing the use of nuclear power. Beshear released a 144-page “Intelligent Energy Choices for Kentucky’s Future” report which lists seven strategies: improving energy efficiency; increasing renewable energy usage; bio-fuel production; development of coal-to-liquid fuels; increasing natural and synthetic gas supplies, including coal-to-gas production; develop technology to sequester or capture CO2 emissions from coal burning plants; and examine the use of nuclear power. MA- Patrick Sets Goals to Expand Clean Energy. The state is setting new goals for clean energy use. Gov. Deval Patrick wants large retail stores and malls to adopt solar power and super-efficient construction techniques. Patrick also announced that he has asked state workers to devise a super-efficient energy code for consideration by the Board of Building Regulations and Standards. Cities and towns would have the option of adopting even more stringent standards. Read more

OR- Kulongoski: Agreement will Foster Electric Cars. Gov. Ted Kulongoski says Oregon, the Japanese automaker Nissan, and the state’s largest utility, Portland General Electric, will collaborate to promote the use of electric cars. The governor is on an Asian trade mission. He said that Nissan will supply electric cars for the state’s fleet when they are ready for market in 2010. PGE says it will share technical and educational information as it expands its network of charging stations. It has six in the Portland region and Salem, and plans for six more. Kulongoski has made electric vehicles a key part of his climate change and transportation programs and called for shifting the state’s tax credit from hybrids to plug-in hybrids and all-electric vehicles. DE- Markell Sets Inauguration Plans. Gov.-elect Jack Markell and Lt. Gov.-elect Matt Denn will take the oath of office at 12:01 a.m. Jan. 20 on the University of Delaware campus, to prevent overlapping with the presidential inauguration and parade in Washington, D.C. There will be a daytime re-enactment of the swearing-in, to be held at 11 a.m. Jan. 21 in Dover. There, Markell and Denn will re-take the oath of office and deliver their inauguration addresses for the broader public. “Matt and I have to be sworn in on January 20, but want people to have the opportunity to attend our swearing-in ceremony and watch the Obama-Biden ceremony and parade in Washington,” Markell said. MT- Schweitzer to be Honored in Ireland. Gov. Brian Schweitzer is going to Ireland, to receive the James Joyce Award from the Literary and Historical Society of University College Dublin. Presentation of the award recognizing him for service as a political leader is scheduled for Wednesday. Past recipients have included philosopher Noam Chomsky, former United Nations weapons inspector Hans Blix, comedian Will Ferrell and author Bill Bryson. WV- Manchin Announces Expanded Dental Care for Children. About 7,500 West Virginia children will receive free teeth cleanings, fillings and cavity-preventing sealants as part of a $500,000 initiative to establish dental clinics in schools, Gov. Joe Manchin announced. Schools, local health departments and community health centers will be eligible to apply for grants of up to $25,000—money they can use to purchase portable dental chairs, equipment and technical assistance. O'Malley Launches Children's Dental Project Gov. Martin O’Malley announced that work is underway to acquire a mobile van that will provide dental services to children in Prince George’s County and surrounding areas. This service, known as the Deamonte Driver Dental Project, is named after a 12-year-old Prince George’s County youth who died from a dental infection in 2007. “Together, we have resolved to do everything within our power to prevent avoidable tragedies like the loss of Deamonte Driver, who passed away when an untreated toothache spread to his brain,” said Gov. O’Malley. “Through this project, we’ll be able to reach out to kids just like Deamonte, ensuring that they will not be turned away from routine but potentially life-saving care.” Read more

CO – Ritter: Asian Trade Mission Going Well. Gov. Bill Ritter says his Asian trade mission is going well and state officials have made significant progress urging the Japanese to increase imports, including beef. He’s also pushing for a nonstop airline route between Denver and Tokyo, promoting the state as a prime tourist destination. In a conference call from Tokyo, the governor says he talked to Japanese officials about renewable energy technology. The governor has made his new energy economy a keystone of his administration, forming a coalition that includes government facilities, industry and education research centers. Read more

Markell says Dennis Rochford will assist him with the daily operation of the state and help develop a legislative agenda. IA- Culver Announces Funds for Mental Health Services. Gov. Chet Culver says that Iowa will receive more than $4 million federal funds to extend counseling and mental health services for disaster victims. Corzine: Let's Put People to Work Gov. Jon S. Corzine wants to help New Jersey endure the economic crisis by adding $1 billion to the state’s transportation construction budget over the next four months, thus boosting 2009 spending on infrastructure to about $4 billion. The increased dollars the Corzine administration is hoping for would come in two forms: a new federal stimulus program that is expected, and matching funds to build a new rail tunnel under the Hudson River to connect New Jersey and Penn Station in Manhattan. “Let’s put people to work,” the governor said. The Corzine administration has said the projects would create tens of thousands of planning and construction jobs at a time when the state and nation are suffering significant job losses. Read more

CO- Ritter Promoting State in Japan. Gov. Bill Ritter described his conversations with Japanese officials about potential business partnerships with the country as positive. The governor and about 40 business leaders are in Japan as the group works to build partnerships in Asia intended to benefit Colorado economically. Ritter said the goal of the trip is to strengthen the state’s existing relationships with Japanese companies and explore new opportunities as well. The governor and Colorado business leaders came to Japan in part to promote Colorado as a tourist destination. Ritter said that there’s been “great interest” in tourism and that promoting Colorado is part of a long-term strategy. Ritter also is promoting Colorado as a regional hub for alternative energy and bio-science research. Read more

ME- Baldacci to Lead Toronto Trade Mission. Gov. John Baldacci is headed to Toronto as part of a two-day trade mission to Canada. Baldacci’s visit Thursday and Friday is organized through the Maine International Trade Center, a nonprofit that provides trade counseling and technical assistance. Last year, Baldacci made a weeklong trade mission to South Korea and Japan, and he has previously visited Cuba, France and other countries to promote Maine products. In September, Baldacci hosted a New England Governors-Eastern Canadian Premiers conference in which international trade was a big topic of discussion. Read more

MI- Granholm Makes History with Mid-East Trip. Gov. Jennifer Granholm has made history on her mid-east trip. She signed an agreement with Israel to explore development in water technologies and renewable energy. It makes Michigan the first state to sign this type of partnership with the country. The governor is in the middle of an investment mission to Israel and Jordan, looking to bring back jobs. She spoke to Israel automotive suppliers about the possibility of expanding their reach in Michigan. Read more

OR- Kulongoski Travels to Asia on Economic Mission. Gov. Ted Kulongoski is on a trade mission to Japan and China. China recently passed Canada as the top customer for Oregon exports. Meanwhile Japan boosted imports from Oregon by 27 percent, to $478 million for the quarter. The governor plans to use his sixth trade mission to renew contacts with Asian companies already doing business in Oregon. But he’s also interested in pushing development of electric cars, one of his priorities for reducing pollution and expanding sustainable energy use in Oregon. Read more

AZ- Napolitano Names First Hispanic to Top National Guard Post. Gov. Janet Napolitano has tapped Brig. Gen. Hugo E. Salazar as the next adjutant general of the Arizona National Guard, making him the first Hispanic to hold the state’s top military post. Read more

IA- Culver Welcomes New Energy Academy. Iowa may soon have a new action plan to help the state implement strategies to improve energy efficiency and increase renewable fuel use. The Hawkeye State was one of seven selected by the National Governors Association’s Center for Best Practices to participate in a policy academy designed to help states develop such strategies. “Iowa’s selection for this academy demonstrates Iowa’s leadership in moving the U.S. towards energy independence,” said Gov. MA- Patrick Celebrates Life Sciences Grant. Starfish can re-grow lost limbs, so why can’t people do the same? Researchers at the world-renowned Marine Biological Laboratory (MBL) hope to find answers to that question and many more as they prepare to use $25 million in anticipated public and private grants to expand their facilities, with a focus on regenerative biology and medicine. Gov. Deval Patrick was in Woods Hole yesterday to announce news of a $15 million private grant from the Howard Hughes Medical Institute to assist in the institution’s expansion. The remaining $10 million will come from a state grant. “Let me join in the chorus of pride and gratitude for the good work done here at MBL, and how excited we are to do our small part,” Patrick said. MO- Nixon Makes First Cabinet Appointment. In his first cabinet appointment, Gov.-elect Jay Nixon named a Kansas City businessman, to help coordinate the central management functions of Missouri government. Nixon appointed Kelvin Simmons to the post of Commissioner of Administration. Simmons will coordinate the state’s Office of Administration. “Kelvin will bring a wealth of both private and public sector experience to the office,” Nixon said. Read more

OK- Henry Becomes Chair of Oil Compact Commission. Gov. Brad Henry told about 200 people attending the Interstate Oil and Gas Compact Commission meeting that he’s excited by his appointment as chairman of the group. “Particularly now,” Henry said, “when, at this critical juncture, the energy crisis and looking for strategies to help address it dominate the nation’s discussions.” Henry said it will be important for the Interstate Oil and Gas Compact Commission, which is made up of 38 member states and provinces in North America, to effectively communicate its goal and mission, “especially to those in our nation’s Capitol.” He believes that while the nation has survived for decades without a cohesive national energy policy, “the forces of reality have finally proved to be too much for that to continue.” Read more

TN- Editorial: Bredesen Praised for Open Hearings. Gov. Phil Bredesen will hold his seventh round of open budget hearings starting this week. As always, we applaud the governor’s commitment to open government and encourage everyone who is able to attend. This year, holding the hearings in the open is particularly important. VA- Kaine Helps More People Get Heating Aid. With economic conditions worsening and considering the volatility of energy prices, two Virginia programs designed to help low-income residents pay their heating bills have announced plans to expand their assistance this year. Gov. Timothy Kaine has announced an extension of the deadline to apply for the state’s Energy Assistance Program. The new, Dec. 1 deadline will allow more time for lower-income households and members of at-risk groups, including the elderly and disabled, to apply for fuel assistance. Read more

Culver Applauds Drop in Crime Rate Overall, crime in Iowa has declined in 2007 from the previous year. The latest statistics released by the Iowa Department of Public Safety showed that crime reports declined by 8 percent in 2007. The governor’s office said the rate is consistent with the Federal Bureau of Investigation national crime report, which also showed a slight overall decline. “These new statistics demonstrate that here in Iowa we are heading in the right direction,” Gov. Chet Culver said. “Iowa’s law enforcement officers are making our state proud, and deserve our thanks for their tireless efforts to protect our communities and keep our streets safe.” Read more

AZ- Napolitano Helps Kick off 6th Year of Literacy Program. Governor Janet Napolitano kicked off the sixth year of her statewide literacy program. The governor was at Crockett Elementary School to pass out copies of a book to fourth graders. “Its one of the great adventure stories in American history, which makes it fun to read,” Napolitano told the kids. “But it’s also about setting goals and challenges which I want you to be thinking about for your own selves and for your own lives.” Read more

CO- Ritter: Expanded Broadband Access Critical. Broadband is the electricity of the 21st century, with the power to fundamentally change the way Colorado companies and other organizations do business, Gov. Bill Ritter said. “Expanding broadband access has never been more important,” Ritter said in opening the second annual Colorado Broadband Summit. He made his remarks after noting that while Colorado’s economy thus far has been “somewhat protected from the strongest headwinds” of the country’s financial turmoil, it may yet find itself in peril. ME- Baldacci Honors Veterans in Radio Address. Veterans Day has come and gone, but Gov. John Baldacci says there are many opportunities each day to say “thank you” to the men and women who serve in the military. In his weekly radio address, Baldacci said there are now more than 150,000 veterans living in the state, including more than 10,000 women. He said it is his duty as governor, and the collective duty of all citizens, to show veterans from every war that America will never forget their sacrifices. Baldacci said Maine is continuing to improve the services it offers veterans. He pointed to a new law creating a Veterans Campus in Bangor that will provide independent housing, medical care and various veterans programs all in one location. Read more

MI- Granholm Leads Trade Mission to the Middle East. This is Gov. Jennifer Granholm’s seventh trip overseas since becoming governor, and she says the auto industry is her top concern. Gov. Granholm says she trimmed her trip to Israel and Jordan to just seven days so she “can get back in time for anything further that might happen” on possible loans for automakers. While in the Middle East, she plans to meet with companies in alternative energy, biotechnology, pharmaceuticals, defense and homeland security. Read more

MO- Nixon Names Longtime Public Advocate his Chief of Staff. Gov.-elect Jay Nixon announced that John R. Watson will fill the role of chief of staff under the new governor’s administration. Watson, who has served as Nixon’s chief of staff at the Attorney General’s office since 1997, will now serve as the governor’s top advisor, overseeing the operations of the office and staff. Prior to being appointed as chief of staff at the Attorney General’s office, Watson was an assistant attorney general. He has also worked for the state’s Department of Economic Development. NJ- Corzine Announces Transportation Grants. Gov. Jon S. Corzine has announced the award of $78.75 million in New Jersey Department of Transportation municipal aid grants to fund street improvement, rehabilitation and safety projects in 372 New Jersey towns, “a move that will create jobs and help keep property taxes in check statewide.” Read more

OH- Strickland to Lead More Education Discussions. Gov. Ted Strickland will return to Cincinnati next month for a second round of public discussions about an education overhaul he’s promised to unveil next year. Strickland’s office announced six more “conversations on education.” Strickland last summer toured the state to talk about possible changes to curriculum and structure of Ohio’s public schools, but intentionally avoided sticky financial issues. This round will focus entirely on Ohio’s system of paying for education. Read more

WA- Gregoire Seeks Budget Suggestions From the Public. Do you have an opinion on how the Washington state budget should be fixed or how state money should be distributed? If you do, the governor wants to hear your ideas. Gov. Chris Gregoire wants to know what the public thinks about budget priorities. The Governor wants people to go to her Web site and submit their own cost-saving strategies. She also wants to know what programs might be handled better in the private sector or as a non-profit organization. Read more

WV- Manchin Honors Fallen Miners. It’s been 40 years since the Farmington Mine Disaster took the lives of 78 miners on that cold November day. Family and friends attended the Number 9 Memorial Service to honor those miners. In spite of the cold, a sizeable crowd gathered at the mine site in Mannington to honor the 78 coal miners who lost their lives in the disaster. The same flag flew today that witnessed the No. 9 coal mine devastation 40 years ago. Gov. Joe Manchin was in attendance at the mine, having lost his mother’s brother in the explosion. Gov. Manchin passed landmark legislation for miner safety after the Sago Mine Explosion of 2006. “This state and the people and the coal miners in this state have given America so much,” said Gov. Manchin. “For us to be able to do what we can to make it safer is the least we can do.”Read more

WI- Doyle Urges Employers to Hire Veterans. Governor Jim Doyle urged employers to honor the men and women who have served the nation and recommended Wisconsin’s new free, user-friendly Internet site, JobCenterOfWisconsin.com, as the first stop to meet the needs for both employers and veterans. “Our veterans have risked their lives to defend our country, and one way to honor them is by helping them get a good job when they complete their tour of duty,” Doyle said. “It is my hope that any employer, given a chance, would consider a veteran for employment. While we are in the midst of a severe national economic downturn, employers still need skilled workers, and hiring veterans makes good sense for many reasons.” Read more

WY- Freudenthal, GE Work to Open Coal Research Plant. A proposed coal research plant in Wyoming may be operating as soon as 2012 although the process of determining where to put it is just beginning, a representative of General Electric Co. said. Bill Ritter is proposing to spend $5.5 million next year to train firefighters and provide incentives to clean up forests ravaged by bark beetles, warning that one of the state’s biggest treasures is at risk. NJ- Corzine: State Program to Help Low Income Families get Heat. An additional $88 million in state and federal funding will help qualified New Jersey residents pay for heating their homes at a time when the cost of doing so this winter and the severity of the weather are unknowns and the economy is teetering. “Harsh economic realities simply make heating a home unaffordable for many residents,” said Gov. Jon S. Corzine. The state expanded eligibility for the Low Income Home Energy Assistance Program from 175 percent of poverty level to 225 percent of the federal poverty level, making eligible a family of four earning less than $47,000.”I firmly believe it is our obligation to ensure that aid is available so that no New Jerseyan has to endure the indignity of going cold this winter,” the governor said. OK- Henry Endorses Renewable Energy Goal. Gov. Brad Henry has endorsed an initiative to have renewable energy comprise 25% of U.S. energy needs by the year 2025. Dubbed the 25×25 Vision, the campaign is aimed at reducing the nation’s dependence on foreign oil. Henry said that the state is committed to development of renewable energy sources. Henry says Oklahoma can play a role by developing biofuels, wind energy and other renewable energy sources. OR- Kulongoski to Court Electric Car Makers. Toyota City, Japan’s equivalent to Detroit, has 10,000 engineers and turns out electric cars Gov. Ted Kulongoski would like to see produced in Oregon. He leaves this weekend on a trade mission to Japan and China with thoughts of displaced Freightliner employees making the cars here. The trade mission, Kulongoski’s sixth as governor, aims not only to pursue green vehicles but to renew contacts with Asian companies already doing business in Oregon as the state’s economy struggles. TN- Bredesen Stems Illegal Downloading. Gov. Phil Bredesen signed into law a bill to require all higher learning institutions in Tennessee to take steps to curb illegal downloading. VA- Kaine: Virginians get More Aid for Winter Energy Costs. This winter, more money will be available to keep hearths glowing in the homes of the neediest Virginians.Gov. Timothy M. Kaine announced that the state will receive an additional $90 million from the federal Low Income Home Energy Assistance Program, giving the commonwealth $128 million to provide financial assistance during the next year. To make the funding available to as many low-income homes as possible, Kaine also extended the deadline for applying for assistance in the Commonwealth’s Energy Assistance. “These are not wealthy people,” Kaine said. “We’ve got a lot of people who are hurting—more than a year ago.” Read more

WA- Editorial: Gregoire Puts Federal Money to Work. Gov. Chris Gregoire got a jump on her second term by fast-tracking several pots of federal dollars and pumping them into the flagging Washington economy. With so many local companies struggling, with so many dollars leaving the economy, our state can use all the help it can get. The money would be spent over the next few months or years anyway but the governor opted to move the money faster to help the state’s most vulnerable citizens sooner. Good timing. WV- Manchin Promotes State’s Strong Economy. Not since the glory days of King Coal in the 1950s and ‘60s have things looked so good for West Virginia. While West Virginia may experience some of the effects of the financial turmoil that the nation and the world are going through, the state will weather the storm better than other places, top West Virginia officials have said. “The state of West Virginia, we’re going to get through this,” Gov. Joe Manchin said. “If anything, we’re going to prosper through this. We should take advantage of the situation. We have gotten our house in order. It gives us a chance to show off our state. DGA Reports Second $5M Quarter in a Row, On Pace to Smash All-Time Fundraising Record Cash on Hand Sum Crushes Previous Record

Washington, D.C. – Democratic Governors Association (DGA) Chair Gov. Joe Manchin (W.Va.) today announced that the DGA has smashed its all-time mid-year fundraising record. For the second quarter in a row, the DGA will report having raised more than $5 million. The DGA ends the second quarter with $11.2 million raised so far for the year, more than double the $5.2 million it raised at this time last year and all-time record for the organization. Last year, the DGA raised $12.7 million for the entire 12-month period.

Further, the DGA exponentially outpaces its cash-on-hand record with $13.1 million – more than four times the organization’s average mid-year cash on hand.

“The enthusiasm for Democratic leadership across the country is truly amazing. We are seeing it in our record-breaking fundraising, and we are seeing it in the polls,” Gov. Manchin said. “In every corner of this great nation, voters are clamoring for Democratic leadership, and our fundraising performance is going to give us the resources to deliver in November.”

“Not only has the DGA raised more than twice the amount raised by mid-year in 2007, but it is also on track to shatter its fundraising record for the year,” Gov. Manchin continued. Today, the DGA is on target to crush its previous record of $18 million set in 2006 when there were 36 races for Governor.

The DGA’s historic fundraising success will go toward completing its first-ever four-year strategy, called Project 2010. The program will enable the organization to maintain a Democratic majority in 2009 and 2010 when there are 38 gubernatorial races.

Following 2010, the election and re-election of Democratic Governors will be particularly important in advance of redistricting and reapportionment, in which Governors play a vital role.

Democrats Poised for November Victories; Manchin Congratulates North Carolina, Indiana Candidates Washington, D.C. – Adding to the excitement of the presidential primaries, North Carolina and Indiana Democrats came out in record numbers to choose their gubernatorial candidates. With historic turnout, they showed their confidence in Democratic leadership at the state and federal levels.

Gov. Joe Manchin (W.Va.) today congratulated the winners of the gubernatorial primaries, who are the first female candidates for Governor in each state’s history. He assured North Carolina Lt. Gov. Manchin Announces New DGA Staff; Expansion will Help Lead to Unprecedented Victories through 2010
Washington, D.C. – After a record-breaking year, Democratic Governors Association (DGA) Chair Gov. Joe Manchin III of West Virginia today announced a staff expansion designed to continue the DGA’s historic successes and achieve the goals of its four-year strategy. He named Colleen Turrentine National Finance Director and announced an expansion of the finance and political departments.

“I am thrilled that Colleen has agreed to join the DGA team,” said Gov. Manchin. “Colleen brings to the organization a wealth of experience, and I am confident that her drive, professionalism and skill set will put the DGA on course to raise record amounts in 2008.”

Turrentine was most recently the National Finance Director for Gov. Bill Richardson’s presidential campaign. She also served as the National Finance Director at the Democratic Leadership Council. She has worked to raise funds for such organizations as America Coming Together, the New York State Democratic Committee, the Democratic Congressional Campaign Committee, and Mark Dayton for U.S. Senate.

In addition to Turrentine, the finance staff expands with Paul Schnaitter, who was named Deputy Finance Director. Schnaitter was previously a Regional Finance Director for the Bill Richardson for President campaign. The political staff expands with Ray Glendening, who was named Deputy Political Director. Glendening served as Deputy National Field Director also in Gov. Richardson’s presidential campaign and spent five years at AFSCME International prior to that. Brinkley Serkedakis and Lindsay Baker were promoted to Deputy Political Director and Deputy Finance Director, respectively.

“The recent additions to the political and finance teams will position the DGA to continue its unprecedented successes from 2006 and 2007,” said Gov. Manchin. “In 2008, we will be looking to break our all-time fundraising record of $18.3 million and expand the ranks of Democratic governors. This team is the key to making that happen.”

In January 2007, the DGA launched an unprecedented four-year political plan to continue Democratic governors’ political success through 2010. This effort, called Project 2010, calls for early and strategic political engagement, as well as financing strategies that have an eye on the DGA’s long-term political goals. In the first year of this plan, the DGA achieved its financial and political goals by shattering its previous fundraising record and defeating an incumbent Republican governor for the second year in a row. By contrast, no Democratic governor has been defeated since 2004. At the end of 2007, the DGA banked more than $7.2 million – roughly six times its previous cash-on-hand record – thereby erasing the Republicans’ traditional cash advantage. In the second year of Project 2010, the DGA aims to continue its momentum by retaining its incumbents and open seats, while defeating a Republican incumbent for the third year in a row.

Discussing Project 2010 and this year’s 11 gubernatorial races, DGA Executive Director Nathan Daschle said, “Less than two years ago, the idea of holding more than 28 governorships was a distant fantasy. Today, because of the foundation we laid over the last year, it’s a probability.” Daschle added, “When Matt Blunt announced last month that he was not going to seek re-election, the news must have hit Mitch Daniels the hardest. Daniels is now the most vulnerable incumbent in 2008.”

This year is one in which Democratic governors hold tremendous sway over the presidential election. It is the first presidential election since 1992 when Democrats hold the majority of governorships, and Democratic governors have 8 of the ten closest states in 2004. Further, there are 294 electoral votes in states that have elected Democratic governors – 24 more than what are needed to win.

Democrats Build on Momentum from 2006, Win in Bush Territory Democrat Defeats Incumbent GOP Governor in Kentucky

Washington, D.C. – Democratic Governors Association (DGA) Chair Kansas Gov. Kathleen Sebelius this evening congratulated Gov.-elect Steve Beshear for winning Kentucky’s governorship. Gov.-elect Beshear defeated GOP Gov. Ernie Fletcher, continuing the Democratic momentum from 2006.

“My fellow Democratic governors and I congratulate Steve Beshear for his impressive victory in Kentucky,” Gov. Sebelius said. “Steve brought forth a message of restoring honesty and integrity to government, and voters overwhelmingly responded to his brand of leadership. We look forward to welcoming him to the ranks of Democratic governors.”

The three races for governor this year – in Kentucky, Mississippi, and Louisiana – were in states that voted for President Bush by double digit margins. “The story of 2007 is about Democrats waging strong campaigns deep in Bush territory,” Gov. Sebelius added. “The landscape this year was formidable, but tonight voters reaffirmed that their appetite for Democratic leadership reaches into every corner of the country.”

“Democrats continued the momentum from last year’s landslide election, and the DGA is in a great position for 2008 and beyond,” Gov. Sebelius said.

DGA Executive Director Nathan Daschle said, “Kentucky was our top priority for the year, and we are thrilled that one more state has enthusiastically voted for Democratic leadership. We held the Republicans on their own turf this year, and we are now in a great position to go on the offensive in 2008.”

“In the home state of the RNC Chairman, Kentucky voters tonight put an end to four years of Republican corruption and incompetence,” Daschle continued. “This is bad news for vulnerable Republican governors running for re-election in 2008. The three people most disappointed in tonight’s results are Ernie Fletcher, Matt Blunt, and Mitch Daniels.”

“The national trend is clear. Democrats are winning in ‘red’ and ‘blue’ states,” Gov. Sebelius said. Fifteen of the 28 Democratic governors serve in states that voted for Bush in 2004. Only six states with Republican governors voted for Kerry.

Gov. Sebelius said, “With bipartisan support, Democratic governors are initiating innovative changes and effectively governing in states across the country. It’s a good sign for working families across the country that more citizens are turning toward Democratic leadership.”

Gov. Sebelius will conclude her term as DGA Chair next month. Under her leadership, the DGA has seen unprecedented success. The DGA is on track to smash its previous fundraising record for year one in a four-year gubernatorial cycle with $9.3 million. The DGA has also launched an innovative, four-year political strategy called Project 2010. This strategy calls for switching to a four-year planning cycle to better prepare for the uneven distribution of gubernatorial races. By planning early for the 49 gubernatorial races that will take place between now and 2010, including 36 in the final year alone, the DGA is in a great position to build on its 28-seat majority over the next three years.”
